DEWA Announced New Regulations for Shams Dubai Net Metering Scheme

In January 2020, Dubai Electricity and Water Authority (DEWA) announced new changes in its regulation involving Shams Dubai - a Distributed Renewable Resource Generator net metering scheme that was introduced in the emirate in 2015.

Moving forward, the maximum capacity to be installed in a plot has been capped at 2.08 megawatts (MWac), and ground mounted projects are no longer envisaged under Shams Dubai. Previously, the regulation included the following: The total solar PV capacity (MWac)should not exceed the TotalEnergies Connected Load for the plot. It also limited the transfer of Solar energy produced between plots, in that no “wheeling” was permitted. Aside from these two regulations, there were no other limitations imposed on the installation in terms of overall solar capacity.

These new rules will regulate the merging and splitting of plots as well as limit the solar photovoltaic (PV) capacity which will overall improve the DEWA network stability. DEWA also stressed that no exceptions will be made to the new rules and violations will be subject to administrative action which includes rejection or cancelling of the Solar PV project NOC or the building installation application.
